The Demise of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: positive announcements are delivered from various governments. Immense energy is allocated on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability enabled by current data. From witness perspectives, military aircraft that had been deployed to engage hostile aerial threats roared overhead – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by Western nations. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Not long after, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the early updates: seven people killed, devastation and utility failures in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a need that regional partners are clearly incapable to fill in the immediate future.

Failed Diplomacy

The 28-point plan from Washington generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, no doubt, continue.

Tactical Assessments

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington works based on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is unfeasible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does nothing to discourage Russia, through diplomacy or military means, from thinking that the current condition will not shift further in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
